Racial Profile Statement

While the Lincoln Land Community College Police Department has no history of problems with biased enforcement, we feel it is important to assure the entire college community that Lincoln Land is committed to fair treatment of all individuals.

With this in mind, in 2001 the Department implemented a policy expressly prohibiting racial profiling and other bias-based policing. The Department is committed to observe, uphold, and enforce all laws relating to the individual rights of all persons. Department members respect and protect each person’s human rights and comply with all laws relating to human rights.

Lincoln Land Community College Policy

The Lincoln Land Community College policy goes beyond the human rights prescribed by law to state that Lincoln Land Community College will treat all persons with the courtesy and dignity inherently due every person as a human being. Lincoln Land Community College Police Department officers act, speak, and conduct themselves in a professional manner, and maintain a courteous professional attitude in all contacts. In addition, officers do not use the perceived or actual race, ethnicity, color, national origin, ancestry, gender, religion, disability, sexual orientation, martial status, parental status, military discharge status, financial status, or lawful source of income of any person as the basis for developing reasonable suspicion or grounds for a traffic or street stop, or in deciding upon the scope and substance of post-stop actions.

All department officers have taken a pledge to:

  • Reject racial profiling
  • Use sound police strategies based on reasonable suspicion, probable cause and the judicious use of police discretion
  • Work toward continued development of positive campus relationships

Tracking Adherence to Policy

The Lincoln Land Community College Police Department gathers statistics pertaining to the officers’ perceptions of the race of all individuals involved in Illinois Vehicle Code enforcement activities. Officers record the data when completing a field inquiry card, traffic ticket, or warning ticket. Pertinent information is sent to the Illinois Department of Transportation for compilation.

Lincoln Land Community College will continue to monitor adherence to its policy prohibiting bias-based policing and is committed to the highest standards in upholding the human rights of all individuals.
